You can check the Sorfware antivirus or Microsoft Defender or the app that prevents or blocks the operation. Maybe you have set the system to prevent the operation of the external app. And try to check your cable is a data cable or just charging. If it is charging only, it will not be able to connect. By testing with other devices, observe whether the device being tested has a serial port or not. If the tested device does not have a port, it means that your cable does not support data transfer. You need to find a new cable that supports data transfer.
