[Product Revision] TailBat with Battery Management that doesn't suck

Replace the Battery Management IC with one that:
- Has low voltage cutoff (to prevent damage to battery)
- Has no low current cutoff (interferes with long runtime and using deep sleep)
- Battery charge & state info (via I2C with internal switch to connect/disconnect from Grove port)

The current one does suck, lol. Mainly only good as a UPS or if you need to run your thing for only a few hours since you can't sleep for longer standby use.
