Regarding the difference in the decomposition value of AmeterUnit between UIFlow and UIFlow2

When using Ameter, the range that can be set in UIFlow and UIFlow2 is quite different.
Why is this? Why can't I use the minimum value of 2.5A?
I thought of UIFlow2 as an upgraded version of UIFlow, but perhaps it is classified as a different type?
I see several parts like this, so perhaps it would be better to use UIFlow?
